It won't operate a ceiling fan. You can replace the wall switch that controls the fan with a TP switch, and get Echo or Echo Dot to command the switch to turn the fan on and off.

Probably not. Most fans use RF or Z-Wave signal. This remote is IR. If you happen to have a fan that that is controlled via IR then you'll be ok.
