I've had limited time with mine, I probably bought mine around the same time you asked this question. First answer, YES, the Harmony will allow you to switch apps to SpectrumTV or other apps. In order to use Alexa to raise the volume on the TV, the TV or soundbar would need to have an app with skills capable of accepting Alexa commands. I think this is maybe your limitation.
