• Yes you can. Make sure you enable both the blue and red harmony skills in the Alexa app.

• You can control your TV with the Harmony Hub and Alexa without the harmony remote. Alexa does not do everything that the remote will do however. You can always just download the Harmony app and use your smart phone as a remote for the things that Alexa can't do.
