• I would be surprised if you couldn't. I am using the mouse on my 4th gen iPad along with a Bluetooth keyboard without any problems.

• Yes. I used a Bluetooth Keyboard in conjunction with my Pebble i345 all the time. As long as your iPad as updated to iPadOS 13.4 or later (which is required), you should have no issue.
