• No it cannot but there is no need. To establish pairing you must physically push the pairing button on the device. So your neighbor would have to be next to the device to initiate pairing.

• No. Doesn't provide any interface to configure / interact with the device. You just connect it from your phone/tablet/pc bluetooth connection. That is all.
