Just rechecked the Lost Judgment website. The steelbook edition NOW seems to be a Gamestop exclusive pre-order for all consoles.

The official website suggests such as it states the steelbook is a Best Buy exclusive, regardless of what console version you order. It's possible it's just not added yet but will be at a later date like people like Wario64 are suggesting. Had the same initial problem with Persona 5 Strikers when I first pre-ordered it but it got added a little after.
