• yes, Mac Studio is Desktop computer like PC. all you need is any computer monitor from Dell, HP, LG, Asus they all work and any mouse and keyboard will work with Mac studio.

• Depends on your definition of a "full computer system". If you were to use as a server, you wouldn't need a monitor, keyboard or mouse all of which you need to add to this system if it's going to be a desktop computer.
