Disclaimer: I am not, and never have been, a Best Buy employee. That being said, you shouldn't have to pay anything to transfer your data from one MacBook to another. Or even from a Mac desktop device to a MacBook. You just need to use an external storage device like a thumb drive or external SSD/NvME to back-up the old device via Time Capsule (its just in the system settings, you can use spotlight to search for it easily) and then once it is done backing-up, you can set up the new device from Time Capsule on the external device and presto chango: its all on your new Mac.
