My husband said it will work but it will cost you money through your phone due to the streaming and we have found mom spends more time talking with her children because she can see them. It has worked wonderfully for her but she has internet.

Generally speaking, just about any device that needs WiFi will connect to just about any WiFi service, since there are multiple bands and frequencies set up on newer devices. This allows backwards compatibility with older equipment. On the odd chance that you can't connect the Portal, just return it. As to the hotspot, I assume you mean using a cellphone for this. No problem, but you might have to increase the monthly data purchase, depending on how often you are using the Portal--don't forget that this is like watching HD TV, so a lot of bandwidth is used up.
