• No, the connector of the Quest 2's elite strap is INCOMPATIBLE with the Quest 3. The connector on the Quest 3 is longer and contains the USB-C port in the connector.

• No it’s a different design, neither headstrap will work on different models of the quest. Unless you get like a 3d printed adapter.

• Yes and no. It's the same design but its dimensions are different so the Quest 2 elite strap won't fit on it.
