“OK - I bought this and it has 2 brown wires. Som people say ground them to the car. Some people say ground them to the amp. Others say tape them off. 2 questions: Why 2 identical wires? What is their purpose?”

• There for earth grounds. Exactly what you said already is the answer ground it to your car frame or tied in with your amps ground!
