I had the same issue and it’s simply because they are out of stock. You can keep trying, even if you have to leave the site or app and try again later. It’ll just verify your info for the citizens one credit again without a new inquiry. I got mine to go through early on a Monday morning. (Around 5am) Best Buy seems to restock more than other retailers so just keep trying.

Call to support team at that time din’t really help, as answered above , it was indeed out of stock. However, after a couple days i noticed the button had activated again, curiously I clicked it, it took me to the complete purchase option, clicked that and my purchase was completed, just like that ! The cool part is that a Best Buy representative actually called me the next day, and mentioned that they could see in the system that I had an issue marking the purchase a couple of day back and that was due to an issue with citizen one integration, and then they ran out of stock. But now they were back in stock and I could try completing the purchase. I told her that I already that the night before :). But it was great that Best Buy actually bothered to physically make that call and update me, that is really appreciated.
