• Assuming you have a standard bluetooth adapter on the PC, yes. The only thing the controller would need would be batteries.

• It will definitely connect without the adapter. Just make sure your Bluetooth adapter is on and working, then go to settings and there Windows will identify the controller when setting up the Bluetooth connection.
