Yes you can store on the desktop or where ever you select on your hard drive. Of course, you have the added option of saving to the cloud. 
I save all of my documents on the hard drive as my personal preference. If I want to back up then I put it to the cloud.

Do not save to your OneDrive Document folder and just Save to Document folder on the PC. There should be a place in Settings that allows you to set the default folder.

You can but if you don’t pay annually, you will have read only access even to your locally saved files.

Yes. Do not use the One Drive application. Ensure you set up your office not to connect to the cloud and you should be fine. You'll need to do so on each device you leave though.
