“Given that its a digital download, how is it re-downloadable when its only a 1- PC license? That means its a one-time install - so is it possible, say, my current PC breaks down, how do I reuse software on my new PC?”

Go to Microsoft.com and log in under your Microsoft account and your download history will be there for future downloads. It will let you have this particular software on only one computer so the old computer would no longer be active.
