Hello there, Like most tablets on the market today, the Surface tablet is not designed to download Microsoft or third software. There no plans to migrate Microsoft Access to Windows 8 RT. If you look at the licensing and design choices, the Surface / Windows RT / Office RT is intended primarily as a consumer content consumer device rather than content creation device. Windows 8 RT does allow content creation and modification, but it is limited. The Surface Pro 2 is designed to download software and will support the full version Microsoft Access just like your PC.
