• It has location services with windows RT. It has only WiFi so it won't work off of GPS Sats it goes off of the internet connection so its more software based than hardware here check this out http://www.microsoft.com/Surface/en-CA/surface-with-windows-rt/specifications thats the specs of it towards the bottom tells you about the compass and all that good stuff

• Yes, the Windows Surface (RT and Pro) come with a maps app. The app allows you to view traffic congestion, your location, and give directions. However, the tablet must have a wi-fi signal to do this.
