There should be a confirmation email sent to you with a code. There are 3 ways and they are all listed in the email you should have received from your purchase. You just enter the code and redeem the money in the windows store, where you also have to spend it. It is not an iTunes or Best Buy gift card so you just have to use it up in a certain time from the date of registration.

Sorry not enough information to answer But if you mean the free Microsoft store card and you didn't receive it in your Email then call Best Buy or where ever you bought your surface and explain that you did not receive the free card from them
