• Yes you can plug in a USB for external hard drive. Only while connected to the keyboard since the USB port (2) is on it.

• Yes, you can use a USB drive for external storage. Surface Book 2 comes with 1 USB type-C, and 2 USB type-A ports to utilize in any way you need.
