• Surface Duo does not support phone calls over the Internet on its own, but you may be able to install apps that allow you to do that. Microsoft Office apps are pre-installed without an additional subscription fee.

• So... as I have said this phone is terrible and I returned mine. It was simply not ready to be released. HOWEVER this phone does have wifi calling and it does work perfectly fine. (well sorta fine as the phone is terrible)
