This has 1 charging port, 1usb C and 1 USB port. You can use a USB c to HDMI adapter or a USB dock to use HDMI out

It does not have hdmi or mini hdmi inputs. Only USB-C and and Standard USB. I plug mine into a Dell hub via USB-C and plug my monitor into the hub.

No, Surface Laptop 4 has a USB-C port instead.
