If your computer meets the minimum hardware requirements to run Windows 10 (check the Microsoft site to compare), then your computer will run Windows 10. To have your cd/dvd player work as well, will require you to install the driver for it, and that is a separate issue from whether your laptop can support Windows 10. The best advice for this to ensure your retain use of your cd/dvd player is to stay with Vista or Windows 7; however, you could try saving the device driver from your existing Vista install, then copy the device driver over, after upgrading to Windows 10. Since Windows 10 is so new, device drivers have not all been upgraded (but may well be in the future). It depends how old your Dell is. There is the slim possibility that the device is so old the manufacturer will not upgrade the driver, but that's a fairly rare occurrence.
