All windows licences transfer. When the time comes to transfer, simply apply your old licence Key to the new install and follow the licencing instructions to transfer. It can be a cumbersome process, but it does work fine. If you have any issues transferring the licence, seek the help of a knowledgeable technician.

The win 10 pro 64-bit OS that I purchased from Best Buy is a full retail version (I don't believe that they sell OEM versions) which came with a product key. I believe that you should be able to transfer the license to a new computer but I believe that that can only be done one time. You would need to do an un-install of the OS from the first computer; which would release the license. If the first computer becomes non functional where an un-install can not be done, then I believe you would need to contact Microsoft for further help.
