“I have an old computer with windows vista that I need to upgrade to windows 10, however the upgrade will not upgrade from vista or XP so is this a full initial install disc so that I can get my computer up and running?”

To many variables not given to be 100%. Every model/hardware is different. Vista to xp is a downgrade. Vista to windows 10 is an upgrade. Microsoft has a free windows 10 compatibility check. Start there. If it says yes it’s compatible you can upgrade or fresh install.
