Yes, that is what it is for: to install a copy of Windows 11 Pro onto a PC. It will walk you through the process. You may need an internet connection and/or a second computer to make the installation of drivers onto the presumably new PC easier. There are many YouTube tutorials that will help you.

(2) Make sure your drive (w/ installed windows) is connected properly if it is a sata drive. No problem with NVME drives unless it is faulty from the factory. (3) If you have a newly build PC, yes, you need to install an operating system, and this one is very good operating system.
