Can a chat pad be used with this controller? null

Yes as long as it is the xbox one version and not the 360 version. There are two ports in the bottom of this controller. The one in the middle is for a plug that looks like a usb with a plastic rod on each side that is used to guide the usb into place. The second port is to the left on the bottom and is for a standered 3.5mm headphone jack.

Absolutely! The chat pad works with the Xbox Elite Wireless Controller just like your other Xbox Wireless Controllers!
