- Answer I think one of them might have the VOX activated which, in my experience, means it's always on. Voice activated I think it is. I don't remember how I deactivated it but it did stop when the VOX wasn't on the display. I could be wrong though.

QuestionI believe that these radios should be advertised as GMRS/FRS as they do require a license to legally operate. If they were FRS only radios no license would be required.
