Hey Rip, unfortunately not many radios are going to work well BELOW deck on cruise ships because of the metal that makes up the ship. FRS/GMRS frequencies transmit best over water, in open areas without obstruction, or on flat areas where the other radio user is visible - again this is standard no matter what brand walkie talkie. We would suggest a higher powered handheld, such as the GXT1000VP4, and understanding that it will work best on the top deck, or top deck to next lower level, and that other users will be on these channels as well.
