• Buying the PS4 version won't net you a Windows 10 version, but you'll now be able to play with the rest of the community as of Dec 2019. Search for "minecraft bedrock ps4" and it'll give you articles about Sony finally giving into cross-play.

• No. This is the ps4 edition and won’t get you free versions, and you can’t play with people on Xbox, Pc, Mac, switch... you can only play with people who own Minecraft for ps4 edition.
