If you buy the camera you have to also buy a 32 GB memory card that it does not come with, you need to sign up through the Mobi app you need Wi-Fi as well, the pay by the month seems to be an extra feature for extra things that I find useless personally, more info in the application. So no you don't need to pay by month to use this just buy the camera have Wi-Fi at home and buy a memory card just in case 32 GB is Max it will allow.

The monthly subscription is an option for you to record content and be able to go back and replay it. This can also be done with a Micro SD card. The MobiCam is compatible with a SD card containing 32-128GB of memory. You can purchase MOBI products via our website or in-person or online at Amazon, Best Buy, Target, or Walmart.
