No, data transfer cannot be used with the cable itself. Yes, it will be able to charge your Oculus Quest. Due to this cable using a 2.0 USB type, it cannot be used as a Oculus Link substitute. The requirements are a 3.0 USB to 3.0 USB port for it to be used as such.
