Yes and near enough all antennas are. Believe it or not you can use a ridiculously old antenna and provided it works and brings in channels they'll be coming through in 4K resolution. This is because it's not determined by your antenna but by the tuner and moreover the broadcast stations sending out the signal. So if their not sending out 4K signals you can spend a couple hundred bucks on a super premium antenna and still not get 4K reception for that reason, and it works in reverse too, if you have an old school antenna and your broadcasters are broadcasting 4K signals then provided the antenna is capable of pulling in that channel then that's all that's required for you to be receiving 4K images, well that and a 4K TV obviously.
