“At what point does the juice pack kick in? Everything was fully charged this morning. Four lights on the juice pack. I am now down to 12%. Seems to be normal usage. No evidence of the juice pack kicking in.”

You have to turn it on. Press & hold the button on the back. You will see that the battery symbol on your phone will look like you’re connected to a charger. This prevents the battery pack from constantly being drained and reserves it for when you need it.
