• Check online for the steelbook or ask any retailer, but if i was anyone who's looking for one,my best bet would be amazon.com

• the steelbook aren't available with the standard edition only with kollector edition can you get the steelbook

• If it's still showing (and as of me writing this it is for me) then the steelbook is still available. You usually get it when you pick the game up (assuming you preordered) but they have had to mail mine to me in the past. One way or another I have always got them.
