Yes you get all the characters up and through the first combat pack, after they release all the characters in the combat pack you won't get any new characters unless you purchase the new packs.

I didn't get the extra characters even though I preordered. Looked like a chump not being able to download the kombat pack.

Yes, the costumes and characters in the upcoming Kombat pass will be available at a later date and would be included in the premium edition

You only get Shao Kahn if you pre ordered it, otherwise you have to pay for him. Frost you unlock for free. You will get all DLC though.

No if you didn’t preorder Shoa Khan you have to buy him separately otherwise you get every other character and you need to unlock the rest such as gear and additional moves.
