Unless you are planning on using your modem to navigate a ship or an airplane, then no it doesn't need a "rudder". It does however, need a router in order to direct the incoming internet signal to your different devices.

This modem can be directly connected to one device using a network cable. So if you have a single computer near the cable hook up, then you are all set. For use with multiple devices or WIFI, a router must be used.
