Hi mags, yes, you need a SIM card for this. However, you can still use the device even just a Wifi connection. -Jess

If you are purchasing the phone with a carrier, they will provide, assign and install a sim card that is locked to your account. I have a sim card through a prepaid carrier and just move it to the new phone when I upgrade.

You can find apps which can make voice-calls over the internet in that mode -- but you must stay near the original hotspot or the call with drop. Same with data for your apps. The SIM card is just an accounting chip whereby you pay a provider for connectivity to a cell tower. By default the phone does not come with one; as such you can still make phone calls via the FCC but ONLY to 911. (EVERY cell phone can ALWAYS call 911.) If you buy service at purchase (Verizon, AT&T) they will provide one for you, otherwise you'll have to obtain one from a 3rd party vendor (Visible, Cricket.) You'll need to pay a monthly fee for a SIM card -- unless you're a Democrat, in which case everything is always absolutely free.
