- Answer I believe if the phone is truly unlocked it will work with any cell service. But I have seen US and International versions too, so I'm not 100% sure how those phones work.

- Answer yes with the right cell plan almost any andriod thats decent has hotspot button under settings , I dont have it cause of my plan even though its unlimited and amazing guess it costs a little more. Most plans come with hotspots even prepaid now
