In the long run, it doesn't matter if the phone can do this out of the box. There are plenty of free apps in the Play Store that do this. Free Notification Reader by Mario Pelissetto is one I ALWAYS use on my phone. When a message is received, it will automatically read both the sender and the message. It can also automatically read who is calling when the phone rings and other things, like the battery level. The entire thing is configurable. Another good app is Chomp SMS by Delicious. It has the ability to read messages, play different sound for different senders, and other useful things. The only bad thing is it has adds, but they are not intrusive.
