No. It needs both monitors to counterbalance.

I’m pretty sure you have to have another monitor to balance it out to be stable.

It does come with hardware for mounting through a table. On the pedestal it should be fine, but I think you’d need to have the arm bent and it would look odd. Not sure if that helps.
