“I cannot update/access the Intel Graphics Control Panel since the October 2018 Windows update. Has anyone encountered/fixed this problem? I have tried updating via Intel & MSI support pages but drivers are not validated which makes no sense.”

I didn't have that specific problem, but I did have a different Intel graphics problem. What fixed it for me was uninstalling the integrated graphics through device manager, and then running Intel's driver and support assistant. The version you should have is 6519. Somehow, I ended up with a higher version, which was unsigned. Uninstalling and reinstalling fixed it.
