If it's a standard case yes, just make sure theres no rier card etc. Its not low profile so standard case size is important. The card is not long in the grand scheme of things so should have no issue with length on standard case length, even if your case is a little smaller length wise you'll still be ok.

Depends on the form factor of the optiplex.
