Intel core CPUs come with an enhancement technology called Speed Step. This technology allows the CPU to dynamically go from the base speed (1.6 GHz) to it's maximum speed (4.2GHz). This means at idle, or if you're just typing a paper or reading a blog, it'll run at the base speed. But if you need that speed, the Intel chip will give a boost to 4.2GHz.
