You are able to over clock the card if you wish to do so using MSI Afterburner.

No, not much in the way of manual OC for this card in its out of the box form. This 4090 has the 450w limit (it comes with a triple adapter @ 450w vs the quad adapter @ 600w). It's been discovered that even the cards that can OC (like an Asus Strix pulling ~500w) don't gain very much performance/fps. This card should perform very well, should run quiet and cool (approx. 62c) while defaulting to approx. 2745 Mhz (on OC bios setting).
