Yes you could use it as a TV but there are no speakers built into the unit. You would have to plug in headphones or a sound bar via its 3.5mm headphone jack on the back. 4K Firestick and PS4 Pro only do 1080p or 4K. No in between sadly. You would be stuck at 1080p.
