“On my device there are three ports there is a usb A port and then two usb- c ports, yet one usb-c port says "in" while the other one says "in/out". Which usb-c port is supposed to be used to charge the mobile charge and used to charge a iphone?”

The port that says in/out will charge a usb-c type phone. I have not had to use the bigger USB port yet.
