When you first purchase this item it does come with a charge in it. However, you do have to charge it after you use it again. The best thing is after you charge your phone as soon as you can plug the charger into the wall and then plug your phone into the charger. This makes the phone charge faster and when you're done it's just a little bit more to charge the charger which you always want to keep charged so you have it ready to go whenever you go out! Sorry, there was a problem. Please try again later.When it’s at 2-4 bars you’ll be able to charge your phone. Even at one bar it’s effective. If you’re at full charge there’s no reason to charge the portable, but when you’re at 1 or 2, I’d recommend charging it beforehand
