It was accepted at two different airports as part of my carry-on luggage. One airport wanted to treat it as an electronic device, requiring it to be in a scanning tray with my phone. The other airport wanted it to stay in my carry-on that would be in the overhead bin on the plane.

You will, however, need to stow it in your carry on or personal item. For the most up to date information or more details, please refer directly to the FAA: https://www.faa.gov/about/initiatives/hazmat_safety/. Please note, regulations may differ by airline, and as the passenger, you're ultimately responsible for following the guidelines.
