You need to completely download the game.
Upload the data on network
Check the settings...maybe commentary is turned off? Or perhaps there is a update that needs to be installed to fix it.
I wish I had this issue. I’m trying to turn my commentary off so my gf don’t have to hear it and I can play music while playing 2k on tv. Yet commentary keeps happening. I turned it off but they keep talking idk what’s going on
Should be able to go to your Options either while you're in the Neighborhood or while in the game and adjust the sliders at the bottom.
You can go into your settings and fix it

Go to game settings and fix the commentary volume and/or settings.
Go to options in game and scroll down to audio and turn it on.
