Do you have your own router, do you use your provider's equipment, or a combination of the above? Internet providers *always* oversell their bandwidth, which means that Internet speeds will fluctuate at times, which means that you won't always be getting what you're paying for. Is it possible to have a dedicated connection to your house? Sure, but that's not cheap. If you have your own router, what make/model is it? Does your Internet speed seem to fluctuate at certain times of the day? If all of your devices are online at the same time when you see this drop in speed, it may be that your router can't handle the load.
